Synopsis:
“Program Office 2.0:  Project Management Rebooted”
You can’t live with it and it turns out you can’t live without it.
• How organizations can come to realize that project management is a valuable asset to achieving strategic and tactical goals.
• Why Program Offices need to reboot themselves to balance the delivery of value against the overhead of process.


Guest Speaker:
David Chang is currently an Assistant Vice President of the recently formed Enterprise Project Office at HMSA.  (HMSA is the local Blue Cross Blue Shield licensee for Hawaii).  David started at HMSA just over seven years ago heading up the Business Relationship and Business Information teams.  Since then David has managed various areas such as IS Governance and Enterprise Architecture.

Before joining HMSA, David spent most of his career in the banking industry.  At Bank of Hawaii, David began in the telecommunications department and progressed to Vice President responsible for strategic planning and implementation of the bank’s Western and Pacific Islands technology.  He left Bank of Hawaii to join Central Pacific Bank as Senior Vice President and CIO.

David graduated from the University of Hawaii with a Bachelor of Science in Electrical Engineering.
