Synopsis: 
Are the phrases “Risqué Management” and “Risk Management” interchangeable?  In practice, it appears that the phrases are interchangeable.  While companies acknowledge the importance of risk management, seldom will you find it being implemented to PMBOK® standards.  Instead most companies and project managers rely on “risqué management,” which oftentimes translates to “risk-based decision-making.”  In other words, you discuss risks and make project decisions without the benefit of analysis, which in itself is “risqué” for effective project management.  Implementing effective risk management is not complicated if simple concepts are used, which will be the focus of this presentation.

 

Speaker Bio: 
Kerstan began his career at Hawaiian Electric Co., Inc. in 1987 as an electrical designer for substations and telecommunication facilities.   Since 1992 to present, he has been a project manager at Hawaiian Electric on various transmission and distribution projects ranging in costs from $1 million to over $50 million.  In 2004, he became Director of the Energy Delivery Project Management Division and co-developed Hawaiian Electric’s “Project Plan Development Class.”

For the PMI Honolulu Chapter, Kerstan was the Education Director from 1999 to 2001 and co-developed the “Introduction to Project Management for Private Non-Profit Organizations” class.

Employed at Pearl Harbor Naval Shipyard for 42 years.  Held various positions in the pipefitting shop. Pipefitter helper, apprentice, instructor, supervisor, Nuclear Director and Shop Superintendent. 

Assigned as Project Manager for Depot Modernization Program (DMP) and Pre-Inactivation Restricted Availability (PIRA) on nuclear submarines at Pearl Harbor, Operations Executive Manager and Resource Dept. Training Superintendent.

Certified aircraft crew chief Hawaii National Guard and retired after 41 years of service.

Synopsis:
Organizations that need to staff and effectively manage resources for both ongoing operations and discretionary projects can face challenges with workload management.  Over the past two years, Kamehameha Schools has rolled out Microsoft Office Project Server 2007 for use by its portfolio of IT projects and by its Information Technology Division.  While this implementation is a work in progress, some lessons learned may be useful to other organizations.  This presentation will include information about: (1) establishing an enterprise resource pool to facilitate skill-based capacity/workload planning; (2) representing non-project workload carried by enterprise resources; (3) using a standard project schedule template to align projects with organizational methodologies and to better understand resource needs; (4) estimating resource needs to support potential new projects; and (5) helping the organization understand what capacity it has to take on new projects.

Synopsis:
It goes without saying that the PMBOK needs the symphonic participation of people to make projects successful.

        project planning … Work Breakdown Structure … schedules … requirements analysis … 
        quality plan … status meetings … RAM … on and on –

The miasma of project artifacts can be suffocating! Too often we forget the human element and the underlying social fabric that has profound influence on a project’s success or dysfunction. This discussion focuses on the how a collaborative environment can make a difference in the application of PMBOK.

Speaker Bio: 
As a young IBMer Eugene was at first awe struck with these miracle machines called computers that could solve any problem in existence!  He came back to earth when he began to notice that miracles did not always transpire.  In fact, there was more pain in the change process than he had anticipated.

Eugene dutifully pursued tools and mechanisms to get better implementation, experimenting with visual drawing tools, traceability tools, document management and repository tools, requirements analysis tools, scheduling tools, and many more.  Through this tinkering, he rediscovered his training in psychology when he began learning about paying more attention to human dynamics in pursuing improvement.  Business and academia are now including the human element behind the mechanics and methods of technology.

The light came on!  Methods do nothing.  People do things.  And, more pertinent to this discussion, collaborating humans make things happen. The now well-known Standish Group study cites the major success factor.  At the top are: ?executive support, ?requirements management, ? stakeholder involvement.

Eugene looks for the day when collaboration will be recognized us the grease that lubricates the gears that drive the success factors. Thus we have the theme of the day: PMBOK and Collaboration –Inseparable Companions.

Synopsis:
The Logical Framework Approach (LFA) has been used since the 1970’s to help organizations select, structure, and monitor projects and programs.  Its influence has been most visible in International Assistance projects, and many Countries have adopted versions of the LFA as their preliminary planning framework.  We use this method to help identify and clarify objectives that will be achieved through projects, and use it to help develop project charters, and project planning objects.

This presentation will provide a short overview of LFA for those new to the subject, and also discuss its evolution since its inception, and potential directions for future use.
       

Speaker Bio: 
Mr. Glenn Hamamura, PMP, is the principal of Systems Excellence LLC, a Hawaii based consulting firm and a PMI Registered Educational Provider. He holds Master of Science and Bachelor of Science degrees from Stanford University, and has been involved in project management in the IT industry for many years.  Glenn is also a Stanford Certified Project Manager, a Certified Professional Facilitator (CPF), and an ASQ (American Society for Quality) Certified Manager of Organizational Excellence.  He has served as an Examiner for the Malcolm Baldrige National Quality Award (2006-2008) and as a Senior Examiner (2009).  

Dr. Larry Rowland, PMP, has been teaching project management at Hawaii Pacific University since 1998. He is also co-founder and board member of the PMI Honolulu Chapter and adviser to HPU’s Project Management Club. Larry was trained in the LFA in 1993 and has used the approach widely in consulting, training, and as part of his graduate level course in project management, facilitating over 500 LFA project matrices.

Synopsis: 

The Business Analysis profession is growing rapidly. This makes it more and more likely there will be business analysts on our IT, Quality, and Process Improvement projects.

 

The International Institute of Business Analysis (IIBA) is the professional organization for Business Analysts (BAs) modeled after PMI. In 2009 the IIBA published A Guide to the Business Analysis Body of Knowledge® (BABOK® Guide)Version 2.0. The BABOK describes the BA's responsibilities for managing scope, stakeholders, and risk—responsibilities we associate with the project manager.

 

  • Does the BABOK then contradict the PMBOK?
  • Will this create more conflict for managing our projects?
  • Or can it make our projects easier and more successful?
  • What are the BABOK implications for project portfolio management?
  • Why are many PMPs obtaining their business analysis certifications?

 This presentation attempts to answer these questions and to reconcile the PMI and IIBA bodies of knowledge.

 

Speaker Bio: 

Jim Steele is an IT Manager with 25+ years of experience in diverse technologies (including data warehousing, client-server, and web), in diverse industries (including banking, telecom, medical, not-for-profit, and the State of Hawaii), and in diverse settings (from start-ups to AT&T).

He has an MS from the Systems Science program at the University of Louisville, an MA in Anthropology from UH, and attained the PMP in 1999.

Jim is a charter member of the PMI Honolulu Chapter and is working toward a chapter of the IIBA here (see http://techhui.ning.com/group/iibahnl).

Synopsis:  This presentation will explore the development of a multi-million dollar project, from defining its scope, procuring the funding, scheduling phases over many years, to anticipating the major risks and establishing mitigation measures.  For example, protocols were agreed to by federal, state and local officials for the handling of any ancient human burial remains or artifacts that may be found during the construction phase.  The challenges of managing the many types of land and sea conditions will be discussed; from sand in Maui, to red dirt in Molokai, to lava tubes on the Big Island to working around the weather and whale season for the ocean phase.  The project encompasses the tracking of many elements such as installing underground conduit and manholes, pulling fiber, building wire centers, installation of telecommunication equipment and ensuring that it all works.  This one project utilizes about every skill a project manager needs to have in his or her arsenal.

 

Speaker Bio:  Judi Ushio has been with Sandwich Isles Communications since it began building out its telecommunication network to Hawaiian Home Lands in 1997.  She has been involved in every facet of the emerging company including managing the installation of the fiber optic network.  She now oversees all Operations projects as the company expands its scope and services.  Prior to her work with Sandwich Isles, she managed many different projects through various government contracts in Washington D.C.  These projects ran from studies on vocational education in maximum security prisons to Bilingual education on Indian reservations to the refurbishing of fuel tanks for U.S. Air Force jets.

Speaker Bio:

Harvey Berliner has worked for InfraConsult for the past year as a member of the City and County of Honolulu Rapid Transit Division.  On the Project he is the Chief Facilities Engineer and Interim Safety and Security Manager.  Harvey has 32 years of experience working on transit systems.  He has worked on the design and construction support of the Metropolitan Atlanta Rapid Transit System, Taipei Rapid Transit System in Taiwan, the Hudson Bergen Light Rail System and Newark City Subway Extension in New Jersey, the No. 7 Subway Extension in New York City and currently the Honolulu Rail Transit Project.

Harvey received his BS in Civit Engineering from Purdue University and MBA from DePaul University in Chicago. He is a licensed Professional Engineer in Illinois, New Jersey and New York.

Mark Hickson has 23 years in Construction Project Management in Rail & Highway Transportation, Retail, Residential, Research Facilities and Theme Park. He has 3 ½ years as Owners Representative – Project Management, Scheduling, and Estimating. Mark has managed 50+ staff as COO and Head of Development. Other areas of experience include; Program strategy and master planning of ‘Magic World’ Theme Park in Dubai; Primavera Authorized Representative – Sales, Implementation & Training; Extensive claims analysis for a major design builder on the California State Prison – Delano 2; Associate of the California Manufacturing Technology Center; 4.5 years in Software Development & Testing; Website Design and Programming.

 

Currently Mark serves as the Chief of Project Controls for the Honolulu High-Capacity Transit Corridor Project (HHCTP). As an extension of City staff Mark’s responsibilities are to provide leadership in defining and implementing a comprehensive project controls department. Responsibilities include oversight and audit of GEC’s cost, schedule, and estimating efforts; Master Schedule development; ROW schedule development; Project Management software specification and implementation.  Assist in development of the programs IT plan. Speaker Bio:  Dr. Jang Ra, PMP is a professor and founding chair of the Master of Science in Project Management (MSPM) Program at the University of Alaska Anchorage (UAA).  Under the leadership of Dr. Ra the MSPM program has grown to be one of the major graduate programs in the University of Alaska system.  His specialties are in project management, multi-criteria decision making and quantitative analysis.  He has taught more than fifteen different graduate-level subjects since 1987 at University of Pittsburgh, Portland State University, George Washington University, University of Alaska-Fairbanks, Han-Yang University in Korea and UAA.  Dr. Ra has offered extensive PM professional consulting services and training in the State of Alaska and the Pacific Rim.  According to the PM Forum President David Pells, "Professor Ra is now growing one of the most visible and robust project management programs in the USA".  You can find out more information about his program at www.uaa.alaska.edu/pm

Jitinder Singh manages Milli Micro Systems Inc. a management services company. His education includes an MBA from UCLA with a degree in Engineering. His experience includes management of manufacturing, information technology, business development, purchasing, international trade and systems integration.  He has strong background in strategic planning and execution. Training Projects have Included Leadership, Project Management and Team Building, for, Department of Homeland Security, Metropolitan Water District, US Navy, Fox Channels Group, and Jupiter International. He has taught at UCLA, California State University, Keller Graduate School, and Pepperdine University in the adult learning programs.
